A dim blue dot is indicative of a poorly aligned, and/or a mostly dead tube. Sorry to be the bearer of bad news like that - when I ran across my first one like that, I thought I had the worlds' first BLUE HeNe laser ! :D

Nothing can be done about it - other than replace the tube, and keep the power supply for the next one that comes along :(

I got my HeNe tube for $25.50 after shipping from eBay. So I would take their advice and keep the power supply and try and get a new tube. Keep in mind, it was free for a reason. ;D
