ok so i am going to be build a 20x dvd laser from the 20x diode from high tech dealz
i am going to be using the adjustable rockstar driver is it safe to run that diode at 420ma with a 9v battery as its power source?

Neither is "bad".. just, a 9v isn't the greatest... It won't last very long before you'll have to replace the battery. A couple 3.6v lithium ion batteries or say, 6 or so larger alkalines would give you a lot longer burn time.

neither of the two are bad. If you use a 9v, the run time or how long you you can use the laser untill you need to change batteries will be shorter than if you were to use 5aa's.

oo alright so it is perfectly safe to run the open can 20x diode at that current?
