I'd like to know if there is much of a difference in the quality.
5mm is pretty small. The 3/16th ones are running between $45 and $75 for 216 (6X6X6 cube) depending if they are n42 or n45.
Might be too strong to play with at this size though.

I believe there won't be any difference at all. If anything it will be low tolerances for the spheres' diameter.

Niko, I believe chinese manufacturers can ship to USA for "free" because the chinese government pays for it, or there is some kind of incentive for shipping to USA....something, i just can't recall.

Well, I've gotten a cheap one from ebay in the past, and I'll just say that the item is a lot of fun at first (it gets a little boring after a while, but that may depend on the person), and that the magnets are plenty strong. It is a little difficult at first to get the item into a cube shape since they are such strong magnets. I find the technique of making six - six by six layers and then stacking them the best way, but it is difficult because they are such strong magnets, they don't always line up correctly, and you do have to make sure that when you are putting on the next layer, that you are putting the correct side of each magnet on correctly (remember, that although they are spheres, they are not monopoles, they still have a north and south just like any other magnet). Lastly, because they are strong magnets, it is sometimes hard to make each layer themselves due to fringe effects.
