It turns out they do make a tool to rotate these two-hole retaining rings.
Two-hole wrench
The trouble I've had using tweezers to turn two-hole rings is that either the tweezers deform because they aren't strong enough, or they slip out of the holes, risking damage to the lens. I imagine one could rig up a tool similar to this using cheaply-available parts. A compass that uses an adjusting nut to set the radius comes to mind.
