I know this would be easier with pictures but I can't take any at the moment. I have a 140 mW green laser, and I was just wondering if it was normal that when the beam passes with about four inches of an object for that object to be illuminated? Speckled green to be exact, is this just reflections of partials in the air, or some kind of focusing issue?

That is normal. If you have already cleaned your lens and you are still having this symptom than it is probably just green light being reflected off of the inside of the laser housing as it exits the aperture.
