So, I ended up with some Amazon credit, and after seeing a very cool (and quite pricy, I'm sure) Glow in the dark board (framed) hanging on Yobresals wall, I thought I'd try to make a budget version.
I know others have posted methods using fabric and craft paint, and the vinyl GITD sheet is always available (allbeit pricy) This is just the cheapest / easiest way I could think of to do the same thing.
I started with a can of GITD latex paint I found on Amazon for like $9: Amazon.com: Rust-Oleum 214945 Glow in the Dark 7-Ounce, Glow In The Dark: Home Improvement
Then a couple 5mw 405 pointers for like $9 each:

I dug up a cheap 11X14" picture frame I had in the garage, and a scrap piece of white matting board (you could use any white, stiff cardboard, or gatorboard)
Brushed on 3 coats of the latex paint, and now I have a neat, interactive piece of wall-art for less than $20 (if you already have the laser, that is)

The painted mat, all framed and ready to hang.

3 coats on the 11X14 used maybe 1/3rd of the can of paint (I actually bought 2) so I'm thinking about painting up a larger piece of gatorboard and putting it in a 16X20" frame I have laying around.
The glow doesnt seem to last quite as long as it does from the proper vinyl sheeting, but its still fun to play with..
There are different colors of the glow paint available too..
