Assuming a 1mm 1mrad beam, 0.000000000001mrad would require a 1-trillion times beam expander. 1 trillion mm is 1 million km, or 620,000 miles. The earth is only 7900 miles in diameter, so if you can construct a lens 80 times the size of the earth, more power to you.
