If you get a reflection without them, you have a high chance of getting permanent damage.

What I meant is that just looking at the dot won't damage him, and that the headaches were nothing to care about.

I don't normally delve into this sort of stuff but I feel on this occasion I must...

If I'm focussing a dot; it's often to burn something. This close up, (with any laser of a power to burn at all), I would always wear suitable goggles!

I don't need to see imperical proof that this will damage or not damage my eyes. It is a precaution I don't feel I can afford to do without. If in doubt wear goggles.

As advice goes, that's the best I can offer.

Yeah Albert... I read your "full post"

and I responded to the part that I don't agree with...
Even while looking at a Laser dot... you're aiming of the Laser
pointer (handheld) is not steady... the dot is all over the place
and can possibly hit a reflective surface...

It would be safer to always wear Laser Safety Goggles when using
a Laser... and not get a random reflection.. than to look at a moving
Laser dot that could possibly hit a reflective surface without eye
protection...

Go to the Laser Pro Shop section and buy a pair or two of Glenn Blu ray blocking goggles for $10/ea. I just got several pair in myself, and they're the best out there!

Maybe I just don't express myself the way I want to sound, sorry Jerry :)

What I meant is that obviously doing it is dangerous, but that the "simple fact of looking at it" is not harmful by itself. It's not harmful but it's dangerous.

Just like if I say that "going at 200mph" is not harmful, but it's dangerous if you're not taking safety measures!

I was simply saying that if he wants to observe a laser like if it was a <1mW, then he should buy a <1mW laser. Buying goggles for a laser you want to point with is like buying ear protection when on a concert. Of course burning is another matter, goggles is a must then.
