When a rechargeable li-ion battery is 100% full, it's voltage is always 4.20V.
If it's above that, then it's over-charged. But long as it doesn't go over 4.25V, it's not that big of a deal. Of course with the protected cell it should never go above 4.20V in the first place, unless the protection fails...

Those AW's protected li-ion cells are also considered by many on CPF, to be the best of the quality li-ion cells. They're also cheaper than many other quality cells. There's also the new Eagletac 18650 cells, that have gotten good reviews and they're pretty cheap too.
Tenergy isn't considered to be that great quality...

If you want more information of the li-ion cells, I'd recommend you to read a few threads on the CPF's battery section.
There are lots of knowledgeable people over there.

the link that psudolobster gave you is a good charger i have bought at least 30+
for lasers or flashlights the 8.81 dx one all still working perfectly they have the smart chip or whatever its called built in for overcharge protection
