This used to be a concern, but more so now that i've learned a little about them. Surely nobody is going to buy a 1000mW laser to play with their kitties, but today they make specialized laser toys for cats, like this one:

Or mouse-shaped pointers, and regular laser pointers are also tagged as cat toys.

Non of them ever share any specifications for the laser. Are there even any lasers that are safe for cats? I'm concerned especially as there is no real way from the dot accidentally hitting the eyes of the pet.

Though i must say - lasers are pretty damn hilarious for that purpose. Any alternatives maybe?

Hm .. cool toy .. but it looks rather strong to me .. surely more then 1mW, and that is nasty enough for direct hit.

Get a cheap 1mW ebay pointer. That should be fine for your cats.

Relying on a CHEAP EBAY pointer to be on spec and safe sounds like a recipe for disaster. Your best bet for getting an animal safe pointer is checking out a pet store or amazon.com. Ebay is the wrong place to look

Why ebay ? Red 1mW lasers can be bought everywhere .. and reds are rarely overspec.
