It might. You'll also have to remove any mW out-put labels.................rob

The only drawback I see is that turning down a high-powered laser too far will cause it to drop below "threshold" (the point where it actually produces light) - I have routinely turned down bigger modules (120mW+) to help them run with more stability but generally they stop lasing entirely if you get down to 20-30mW or below.

You MIGHT be able to turn a 30mW to under 1mW, but even then the setting can be "jumpy" and you risk your custome firing it up and it reads a quick 3-4mW before settling to >1mW which may cause them to disallow it.

Does Australia allow components to be imported? If so, buy a module from O-like and either a Jayrob kit or one of Mohrenbergs hosts and assemble it yourself (under 5 min, no special skills required) - just a thought.

You could run it through a sem-transparent filter (after pot-modding), to get the required brightness - or something like a translucent DX tailcap on the module.

Why not just modify it so that it doesn't work at all anymore? I doubt it would be legal to import a 0.5mW laser, but not a bunch of similar components with no apparent function.

Perhaps this sounds far fetched, but a similar approach was used here to sell fm radio transmitters. As long as they didnt work, the were not banned for resale. Restoring it to functional state can involve just soldering one component back in.
