Hi,
I'm interested in building a plotter with a pen or a laser...I searched all over the internet and i just found Motöri the Plotter in this link:
Motöri the Plotter
But it's a bit hard to build because it's electronics soldering is too hard.. and the electronics parts are very small (like the parts in your motherboard) and I can't do this. (BTW i'm 16)
Do you Know a Plotter Project site which explains all about the mechanics and electronics?
Need YOUR HELP.
Yours Truly.

Here i go again.
First off hello,
Now for the fun post...
Okay a more common name for what you want is a cnc machine.
You can build one from scratch with access to a good amount of tools for around 100$, but you will be finding your normal machine budget around 150-200$.
look on Instructables - Make, How To, and DIY for diy cnc machine or hobby cnc. There is tons of info. you can also buy some premade for under 500$. (kinda a rip but some people are not good with tools.)
After looking at the site and pick a few designs out if you have questions i will answer more in depth.
heres a link to my machine:

What I did instead of building anything was to recycle an old printer. You may have a look at:

Fighting with computers: Yet another laser cutter

I use it to cut thin black cardboard. Unfortunately my laser died and now I'm building a better one.

Of course the system I use only works for thin and flexible substrates.

That is essentially a CNC machine, it uses stepper motors to move either the laser or what is called the "work"

If your printer has stepper motors (you'll need 2) you should be able to get something working. Otherwise you will need to get some stepper motors, a moving table like the link Kiyoukan posted, and a controller.

You can buy a stepper controller on e-bay or you can make your own. Soldering is not too hard, and its never to early to learn!

Yup this project might look hard but people have so much info and are willing to walk you threw it.
The hardest part is deciding how big you want it.
