Yes, that is a perfectly legitimate laser. I have one, I love it. Best commercial red burner on the market (notice I said 'commercial', that doesn't include DIY ).
That site there was made by spryorocks to promote the laser on DX. So, you can buy the laser from DX here: http://www.dealextreme.com/details.dx/sku.11315 or via that link, it's exactly the same thing.

Just got my dx200 today. It came seperatley without the batteries. I think im gonna have to get in the car and go buy some standard Cr2's. They best not be too expensive.
