I did a little further digging. If you watch their video (https://www.facebook.com/tacticult/videos/289540691419101/) at 720p, you can see the label says "Power output <10000 mw". I haven't been in the market for a new laser in a while so I haven't done much research lately. Is this really a thing now? 10 W lasers at $40 a pop?

They're also advertising burning matches. There's no way you can get that at 5mw.

Is this company really that full of s***?

Aaaand the more complicated answer is:

Yea, the labels are usually full of crap too. The only thing that looks different about the laser they use from the 8$ 301/303 lasers on eBay is the branding on the outside.

The lasers on eBay are marked as 5mW to prevent eBay policy violation, which is that no laser pointers above 5mW may be sold or auctioned. I've got a couple of these lasers and they are around 60-100mW, and will light matches if you focus the beam.

This company is not the first I've seen to resell these lasers, and frankly not the worst I've seen either. I've seen them at an "original price" of 10 thousand dollars but 99% off so you only have to spend 100 dollars. Meanwhile, they're asking you to pay all of this money for a laser pointer worth no more than the sum of it's parts and probably costs under a dollar to produce each unit. It's unfortunately an effective tactic and scams many people very often, because they see "high powered laser in the palm of your hand" and "world's most powerful laser" and show a (not so convincing) video along with it.

So, assume I found a decent reseller, are these lasers (301/303, however they choose to brand them) any good? If advertised at 500mw, would they produce a stable 500mw for whatever duty cycle they promise?

No. 301s are almost never legitimate.
From what I've seen, the only 301 to actually advertise its power properly is manufactured by XPL. Here's the 150mW version (which is coincidentally $40): XPL 301H532G150 laser pointer-in Laser Pens from Computer & Office on Aliexpress.com | Alibaba Group

Also - thanks for bringing this company to my attention. I'll add it to the 'avoid' section of my guide immediately. :)
