I received my S3 Arctic 2W today (after 2.5 months) and am having issues.Here is what I'm running in to: Laser functions perfectly in low and medium power modes. However, when switched to high power, the laser stays on for roughly one second, shuts off, then all three LEDs begin blinking. The laser can only be reactivated by turning it completely off and restarting. When entering full power mode, a similar issue; when SmartSwitch is held, laser remains on for roughly one second and locks down.

Sounds like a dead battery to me - just to cover the basics, you have tried recharging and using a fresh battery, right?

If the battery is not to blame, then I don't know if you can fix what is, without sending it back for a replacement :( If it's not the battery, it sounds like some weird, momentary failure of a driver or logic board.

Please don't use ultafires if that's what it is or any other "fire" brand.

They'll live up to their name in a different way...

Some batteries even when fully charged will not be able to handle the draw from your 2W Laser. Buy yourself a couple of Panasonic or similar quality brand rechargeable batteries.
