From your knowledge, do you believe that these 16X diodes are capable of around 200mw output? I've been considering getting an inexpensive meter to test output to get an idea of how many milliamps it takes to get around 200mw. Do you thank it is safe to run it at 250ma for an extended period without damage? Thank you for tolerating all my questions.

yeah, toked is right. 16x diodes will go a very long time at 250mA.
