Class IIIA Burning Laser?

O.k. so now I am restricted to buying only a Class IIIa laser pointer or lower. Are there any that are labeled Class IIIa on the website and on the actual sticker but can pop a balloon? (I think it would have to be red because green is considered a IIIb.)

Color has nothing to do with class.
Class IIIa 1-5mW
Class IIIb 5-500mW
Class IV >500mW

To pop balloons and burn things you're definitely looking at Class IIIb. Around 120mW of focusable light is considered "burning" capable. If importing is a concern then you're only option is to build your own from parts. Customs just doesn't want completed class IIIb lasers to pass, but you can buy diodes and various parts. Read up a bit. Building them can be intimidating but is not difficult.
