When you refund you are credited the fee from paypal.. It cost nothing through them. I cant remember if ebay does the same, but I think they do. I guess it could be considered a loan with no interest? OR, you sell something non existant with one account and buy more stock for another that will make guaranteed profit?? Im sure there is probably a scam like this, as it can be used to ones advantage..
