Why are the leads not shorted... extracting them on an
anti-static mat would be irrelevant if you leave the pins
non-shorted afterwards... IMO

All the 445nm LDs I've purchased to date had their pins
shorted for anti-static safety.

BTW... usually Anti-Static foam is pink to differentiate it
as an Anti-Static type...

I used to work doing quality control for a PCB test fixtures, and I know anti-static foam comes so far in 3 colors White, Black and Pink...........Pink is used more because is less confusing and like you said people on the field know its anti-static. The white foam I'm using is also anti-static.

I can put them in black anti-static foam if that helps you out :) I have some here
