The idea of popping the tire on a passing car with a laser is not only ridiculous but also an illegal offense this forum does not condone.

Using something like a laser for retaliation against folks in your neighborhood for harassment is going to get you in serious legal trouble. Also it'll just bring you more trouble from whoever is bothering you. Your 'fire with fire' logic is assbackwards unless people are driving by shining lasers at you - to which even then, fighting back like this wont solve a thing.

Again, the thought of using a laser to pop a car tire is idiotic. Even if a car was parked instead of 'driving by' - it'd take a military grade powered laser to accomplish something like this. You'd never get away with this because (1) it takes too long and (2) that terrible smell of burnt rubber.

From what you're asking about here it doesn't sound like that at all. Taking matters into your own hands rarely yields the solution you're looking for, especially when 'the lame police' won't assist your problem. Harassment isn't illegal, retaliation & creating an offensive like this is.

This forum is about learning, building and experimenting with lasers in a safe and legal manner. I don't think anybody here is going to help you - with the exception of trying to help change your mind.
