Default Working backwards to find approximate Wattage

I'm hoping someone here can help me get an approximate wattage of a laser used in some scientific research. It's used to create point plasma and vaporize water.

Here is the info I have:
It's a Q-switched pulsed laser.
Nd: YAG at 1064 nm
The 1.5mm beam us expanded 10 times then focused at 8 inches. The energy measured after the aiming mirror is 16mJ. (6ns pulse width)

Some related research was using 250ns at 20mJ from a Continuum Surelite III.

What wattage laser would be required to produce this beam? Would I be in the $5k price range or 10-15k? I know YAG lasers are used in hair and tattoo removal, as well as welding. Perhaps a second hand laser that was used for those purposes would work?
