Need a step-down driver (Buck/BuckBoost)

After researching for some time, I found that I need a step-down regulator without much heat loss.

I will be using a lithium ion battery (6V,9v,12v, depending on the driver)

Laser can take a maximum of 4.8A 1.8V.

Can anyone suggest a driver that requires minimal/no heatsinks and can allow variable current/voltage downwards from the laser's maximum?

I will also have one LED for the laser firing and one for the laser safety (probably won't affect anything).

If I cannot buy/make this, could you explain why? Thank you!

Hmmm... No heatsink for driving low voltages + 5A... That will be hard...
