So I decided to build my own driver...

Ok apart from (probably) awful soldering what is wrong here?

Use your meter to find where you are losing all the voltage. My first guess is that you got the regulator pin-out wrong, but it could be a number of things.

You may also wanna check your diodes are all pointing the same way and are orientated the correct way relative to the driver.

If I remember correctly the connection sequence of this component is: adjust - V-out - V-in.

So if I see well the photos, you have connected it in wrong way.

Ok so I've reduced the circuit to the basics but still nothing :S and I have used the test load before and thats fine. Started again with fresh component, tried rotating polarity of each piece but I can't seem to get this

Sorry but your pictures are not good enough for troubleshooting. We need to see more in details, like individual pins of the LM317.

You haven't used your meter as I requested. That is the simplest way to show which component is not working as intended. I suggest again you try that. Which regulator are you using?

LM317LZ

Also I just did what you said but it doesn't seem lose voltage anywhere.
But still 0 on the test load.

What amperage do you plan on driving the PHR at, out of curiosity. Because the LM317 you're using only supplies up to 100mA. So try setting it up with a >12.5 ohm resistor to see if you get any results.
