First lm317 I've ever tried

Ok so this is my first attempt at anything lasers. I've enjoyed it. But now the frustrating part. Issues. First off I followed the DIY homemade diode driver thread.
Now I also have two LDs. Know very little to nothing on them.
One was salvaged from a 5mW china laser pen that was green until I ruined the driver wIth a drill bit trying to pot mod it.

Be cautiousl of the LD you pulled out of the 5mW Green Pen.
It is an InfraRed LD and is near invisible to the human eye.

Because it IS near invisible it can damage your eyes without
you directly knowing it. The LD from the Green Laser Pen is no
doubt a 200mW to 300mW 808nm LD..

I would suggest that you don't play with it without appropriate
Laser Safety Goggles/Glasses.

So I built a lm317 driver thinking I'd get one or both working. So I did a lot of research and went and bought
IC socket board
10 ohm resistors 1/2 watt and what does one watt vs 1/2 Wat afffect?
25 ohm pot
IN4001 diode
35 volt 47 uf capacitor
Lm317T
I am using a 12 volt system as power. I'm using a adapter that's adjustable. Set at 12 volts. But it has 1.7 volts after the laser is turned on. 0 mA did I do math wrong? Is the problem mA? Or voltage? I'm still new to all the math and measuring involved in this . If could help me out here it would be great. And in the picture of the circuit the wires on the left by the cap. Are red and white. They are LD leads.
It works but the laser is dim green. It projects a dot.

The 1W or 1/2W are how much power they are rated to dissipate before failing.
if you have cheap LD's the that is far to powerful since that would give 125mA rather than the 10-20mA i believe they need. that would need a 125R resistor or so.

Probably drilling the case and got a bit over enthusiastic with the use of force.
