Would you guys recommend 4 volts or 4.5 volts?

Neither. I recommend operating the power supply in constant/limited current mode only, and setting the current to whatever you wish.

The resulting voltage across the diode is of little meaning or concern. It may vary between individual diodes, but the power output for a given current should be relatively predictable.

Makes sense. I just wanted to take this opportunity to say thanks to everyone who responded to this thread for helping me out, I have used and owned plenty of high power lasers but I don't do a lot of DIY stuff and without this forum I probably never would so thanks again.
