Mine always seemed to. It would start pulsing, and the pulsing would speed up if i left it on.
Now, I only assume it's low battery because it wouldn't do it with freshly charged batteries....

yeah, i had just never seen this before since i charge my lasers often, but it was pulsing and then started pulsing very fast so i charged it, and it's gone, and i played with it while it was charging oh yeah!

I would think so; Moh and DTR live somewhat close to each other, and DTR just said he was under a state of emergency.
