Mine was just a suggestion, and because Igor can not use his PP account for cash purposes it should not hurt or disrupt his cash flow.
My post is also important because many people are at the limit for getting PayPal help.  It's now or never.  Again, reserving your money in his account does NOT hurt him or his account.  It simply gives him time to get it together and respond and/or ship to UK customers.

If IgorT's PP account receives multiple dispute filings, PP will "limit" the account.  That means that he will NOT be able to withdraw from the account in ANY way.  It doesn't just put a "reserve" on the disputed funds.  It locks down EVERYTHING.  He won't be able to pay for anything, for any reason.  THAT INCLUDES POSTAGE AND PARTS!

You figure out what "hurt" is involved with that.

Peace,
dave
I imagine it's the same "hurt" as people have who have placed total trust in a complete stranger and months later have received nothing for it?  The money in Igor's PP account belongs to the people who placed trust (and orders) with him until he delivers on his promise.  The way I see it, it's not HIS money until the transaction is complete - this is basic business.  When you buy something on eBay do you think it's ok to pay and then not receive your product?  How would you deal with it if you had purchased your new 8x on eBay and 2 months later still had nothing to show for it?  I HIGHLY doubt this would be ok, and I highly doubt you would be stressing 'patience'. The only reason some of you say 'relax' at this point is because you know Igor much better than others here... for many, this is their ONLY dealing with Igor. And it has been a lousy experience, to say the least.

Each single dispute with PayPal reserves that exact amount in his PP account and not one cent more.  Furthermore, Igor's PP account is NOT linked to his bank account and he can NOT use funds in his PP account for anything other than Visa/Master Card purchases.  If you are worried about him not being able to purchase more hosts, or batteries, or etc... don't be. His 1st responsibility is to the people waiting for their lasers in multiple parts of the world.

I am really surprised to get this much friction for suggesting that people treat this like a normal business dealing and do what they need to do to protect themselves.

Dude. Breathe through your nose. I'm not worried about anything here. I don't care about this GB. I'm not part of it. I don't care what you think his responsibilities should be or are. The sale of these lasers is a non-issue for me. Everyone should do what they feel most comfortable with.

I only came in to let you know that you are wrong about how PayPal works. You still are. You are completely ignoring the concept of a "limited" or "locked" account. PayPal WILL limit his access to the entire account, not just the disputed amounts. He will be able to receive money, but not disburse any FOR ANY REASON. They will not release the account until they are satisfied that no more disputes are going to be filed. Guess how long that takes?

Peace,
dave

Wow... yeah thanks for stopping in to let me know how condescending you can be and how little you care about a GB gone wrong for many people.  Really, really appreciated and very helpful.

You are simultaneously correct, and incorrect about PayPal.  Once his account has a hold on it all he has to do is prove he sent the laser with a tracking number and he's done.  Alternatively, he can also refund the Buyer and then he will also be done.  Either resolution is just that, a RESOLUTION.  In both cases his account becomes unlocked and he can go about his business.  In both cases, he is providing some relief to buyers who feel wronged.

I noticed you didn't feel the need to address my comparison to your own shopping habits... so apparently it's acceptable for you to have expectations when you order something, but anyone else should eat whatever is handed to them?

Geeeeez.... whatever.

In fact, here, direct from Paypal:
Q: My payment is on hold due to an open dispute, claim, or chargeback. Why?
A: When a dispute, claim, or chargeback is open, the funds will be held in the seller's account and will not be available for use. The funds cannot be withdrawn and will be considered "disputed" until the dispute, claim, or chargeback is resolved. This ensures that the funds are available if a refund is needed.

The seller can use these funds to issue a refund anytime during the dispute by using the Refund link in the Transaction Details page.

Once the dispute, claim, or chargeback is resolved, the remaining funds will be released.

You can view the current status of an open dispute or claim in the Resolution Center by logging in to your account.

I don't think that you realize that Igor has about 10 minutes a day on a computer, MAX. With that time, he cannot access his casual OR formal email accounts! If paypal notices him of ANY activity, he will not receive the information. Even if he DID have access to his Paypal email, he would STILL not be able to handle a batch-worth of Europeans invoices! 10 minutes is the time he spends on 1/3rd of an email to a customer when he is active!

EDIT: I also don't think you have dealt with a frozen account before. Of my 3 paypal accounts all 3 are frozen, all from different IP RANGES, and all with proof to show that my account should be unfrozen.

Man... you need to read the stuff you post...

That means that... While the dispute, claim, or chargeback is NOT resolved, the remaining funds will NOT be released.

That's all the funds... the disputed funds AND the remaining funds... ::)

Which is why I said he was correct and incorrect.  Jesus is this really that complicated?  He was incorrect by saying Igor would not be allowed to 'disperse' funds for any reason.  He was correct that his whole balance would be on hold.  But again, and for the last time, all that most of these people are looking for is resolution here.  A laser.  Their money.  Preferably their laser.

This constant back and forth is the reason I hate forums and lingered around here for so long before joining...

Absolute best of luck to those still waiting for your laser - wish you best - I will not be adding anything further to this topic, as it's clearly not wanted.  To the few that PMed me, I'll respond in a few.

Thanks....  :)

Please just wait till Igor responds and give some info on the whole thing. I'm sure many are frustrated, but Igor is a good guy and is not going to trick anyone. He is unfortunately going through mess right now, and life can bring this to anyone anytime. It happens all the time, even to influential people on internet forums (believe it or not) So please give him more time to get back to us. Any aggressive action against him will screw up so many other orders, and possibly ruin one great laserist who needs, and deserves nothing but help right now.

I just thought I'd chime in by saying that jriga has far too much faith in paypal.

A simple search of google such as www dot google dot com/search?hl=en&q=paypal+horror+stories could tell you why.
or simply check out www dot aboutpaypal dot org/ www dot paypalwarning dot com/ www dot screw-paypal dot com/ etc.

(I can't post actual links yet.) :(

And yet most people here use PayPal... You can find pages like these for just about anything. Mostly created and fed by people who feel they've been "wronged".

There's a new seller, QualiFound, who met with considerable distrust here. In the meantime, some people have ordered. What would the verdict be if QualiFound now gave them a similar runaround? I know, IgorT is a honored member of the community with long standing. In my eyes, that would raise the expectation bar for him, not lower it...

What's the big issue? People order something, they pay up front, they're not receiving their goods, they can't contact the seller for months on end. What should they do? This is a business transaction, not a marriage proposal! Get your emotions out of the way and behave rationally.

agree on first point.
However, Igor posted last time March 11th not months ago. He came and told everyone he's got trouble with taxes that are due sometime now. And NOW some decide to put worst pressure on him and exaggerate everything they can to his disadvantage. Its unfair to say the least, after all the details he wrote every time on this thread, trying to catch up and keep people informed.

Also, when you come to a forum community and pay for home made unique product that you can never buy anywhere but here you are doing it for a good reason, don't you think. Its not an official stocked up store. You can't compare this to regular "buy now" "add to cart" store and you as a buyer should know this is a one man private army. In return you get all details and personal feedback on processes. But when life hits and he asks for understanding to deal with the law and sort things out, then some decide to treat him as an online superstore.

again, any aggressive action will make things worse for everyone at this point.  I say let him get back and write what his next steps are, and if you don't like it, I'm sure he'll give a refund.

cheers

Ironically, this is good advice.

A lot of you have that little voice in the back of your head whispering "you're being scammed, sucka!", and it's making you mad. That anger is the emotion that's driving all of this discord. Rationality would tell you that when respected voices on this forum all come to Igor's defense and plead for patience on your part, it's a good sign you're NOT being scammed and that things will work out fine, in time.

And lets be honest, who really needs their laser right now, other that to satisfy a need for immediate gratification? Who's gonna die because your laser is late? Igor's business and career are going belly up if he doesn't get his tax mess straightened out. In his country, he faces jail time for failure to file taxes. Would you destroy your business or give up your job to satisfy your part-time hobby commitments? His priorities are in exactly the right place, IMHO.

He will come through when life stops kicking him in the balls. Count on it.

Ehmm... what? See how different people are. I guess I don't have that much belief in the soothing voice of authority. No problem... we've rammed an iceberg, but the Titanic is unsinkable, you know...
