I am going to attempt emailing some of the more important reps over there... It's worth a shot :)

Once had this happen.

Though I had the tracking number which showed a package was delivered to the address indicated on the PayPal account.
So my argument was whether or not it was unauthorized, the owner of the Paypal account still received the product from me. I told them I would refund it as soon as they sent it back.
Case was closed in my favor.

Thanks for the advice, i had told paypal if the buyer returned it I would gladly refund him, sadly they still favoured in the scammer's side, even with signature confirmation, emails proving he intended to purchase it, & photos of the packed item...

Call him out on XDA devs. He looks like he's really active there, that would hurt him the most.

well I'm making it obvious over at XDA... I'm spamming but that place has all these restrictions in place... Just want him banned, Anyone care to help just go to XDA and post on one of "phillybizzle's" thread the following message
"PhillyBizzle is a scammer! no one do business with him! he also goes by the name "pr0jkt" on other forums,
I can't post links but if you google search pr0jkt scam click the 1st link you'll see this guy is a legit scammer....
i have no point on this forum, I'm simply calling him out & warning everyone here as he seems to be active..."

:thanks: to anyone who helps

Amazing. You finally got the attention of a person who could make a decision instead of a computer!
Something almost unheard of.

I think the problem maybe was it was "unauthorized transaction", as others have already mentioned.

Acording to the PP User Agreement item 11 Protection for Sellers, 11.3 Eligibility Requirements:
To be eligible for Sellers protection you must meet all the basic requirements and
c. Unauthorized Transactions Additional Requirements:
•The payment must be marked “eligible” for PayPal Seller protection on the Transaction Details Page.
•You must provide Proof of Shipment or Proof of Delivery.
See: https://cms.paypal.com/us/cgi-bin/?cmd=_render-content&content_ID=ua/UserAgreement_full&locale.x=en_US#11. Protection for Sellers.

Perhaps your sale was not eligible and that is why? Just a guess.

I still lost that case... I was eligible BTW ;)
I too am amazed, the good man's email said that there is only 1 person that makes all decisions with the closing/limiting of accounts.

when i woke up to see that " access restored" email then to log onto paypal and see it was legit... :D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D:D :O o_O

i was freaking out, get this, i had the "no appeal" message on multiple sources people say when you have that you are done and there is NO WAY to get back... even PayPal employees said if you see that just forget about it your done...

I am so lucky & fortunate that i am one of the only people to get by that... thank god... :san:
