Perhaps not surprisingly, Electron never did come through with sending the payment back to me. And of course, the laser hasn't returned either.

So, the notion that he would return my money was a nice theory advanced in that other thread, but it certainly didn't turn out to be the case.

It does.

I've taken your lead - I won't do anything but tracked shipping. If someone insists on cheap shipping (perhaps because they're overseas and CanadaPost charges like $60 for tracked international), then they'll have to pay via something secure for me.

As a matter of fact I just received a request to only put $30 as
the Declared value for Customs and Insurance on a LaserBee LPM
from a member in Brazil.
The only way I would even think about it is if the buyer signed
a waiver to NOT open a PayPal Dispute/Claim in the event of
a Damaged or Lost Package.
And even that sounds stupid as to the fact that Brazil shipping
is sketchy to begin with.

Be careful with even that. I don't know if this is true, but I've been told that you cannot get Paypal to recognize a secondary agreement that attempts to bypass any of their dispute mechanisms. If so, you might be stuck with Paypal ignoring your buyer's signed agreement, and then having to find some way of enforcing it after the fact (maybe through Brazilian courts?). In other words, you'd be out of luck.
