Yeah it happened to me too...
The vBulletin software has limiters.
It seems that if you give out more than "X" number of Reps in a day
you need to wait 24 hrs to give more...
If you rep someone... you need to to rep "X" number of other members
before you can leave a rep for that same member again..
I actually like the idea of some limits... It works for Positive Reps AND
Negative Reps...

Also, the big problem with the rep system is highlighted when you give rep.
It says "hopefully you will get some in return." Thats not why you give out rep
