I like the idea of limiting posts from new memebers to the welcome section for a while. At least that would be easier to clean up one section with spam than everywhere.

People with sincere questions could still post the questions there.

No posts for negative rep is effectively the same as banning a member and has the potential for malicious use if there is an issue between two members, which has happened.

I am against this because it's far too easy for established members to abuse, and also against limiting or delaying new users's posting abilities because it'd decimate the growth of the forum. I know that a lot of potential new users will just don't bother if they can't make an account and post right away, because the initial reason they joined the forum in the first place was to just ask a quick question or something, and then they ended up sticking around.

Does anyone else think a yearly subscription could help end spamming? Like still let newcomers make accounts but if they want to post then they'll have to get a subscription. Or maybe even make it so they can only post in a specific section. This would limit the spam in other sections and clean up the forums a bit.

Something like $10 per year or maybe a one time fee. Just enough to prevent people from creating multiple spam accounts over and over. I would be willing to pay as it would help the forum greatly and I think it would really help prevent bots and spammers.

Some people, especially young newcomers might not have access to a source for online money transfer although this same group of users hosts many of the trolls I am sure.
