It's a genetic capability, and it's also rare enough ..... muscles and articulations connected a little bit different from the "standard", permit to these peoples to move their feet fingers much more freely and coordinated than we "normal" peoples ..... same as the ones that can volunteerly move their ears, or those that can roll their tongue both upward and downward .....

But this person also have a specific ability and training, perhaps ..... "chapeau"

Actually I think I've read somewhere that basically, everything that we see, such as this man reloading a gun with his feet (most impressive, by the way), we're also capable of it too, these muscle connection you speak of - we all had them , problem is that we didn't use them at all since we were taught to use hands from the very beggining, hence these capabilities go to waste. Rust, one may say :)

This is right, yes, but the ability to use them is also genetic ..... i mean, those functions are atrophized not just from not-using them, but also cause is so much time that we don't use them (centuries, i mean), that also if you try to training them, in 99,9% of the peoples, there's no way for make them re-work in a decent way ..... but there are some peoples, very rare, in proportion of world population, that are able to use them also without specific training, this is for the genetic part.

Is the same that for other "instinctive" abilities, after all (jugglers, as example, or contorsionists ..... all can do training for these professions, but very few can do them instinctively and naturally)

I LOL'd hard when the women was asking the camera guy to reload her gun, then the guy in the video asked if she wanted to use his gun..... "Yeah sure! I'll use the gun you just held in your dirty sweaty feet, THANKS!!"
