Yes it's real. Basically it's an overgrowth of the skin, similar to a wart, but way more out of control and extensive.

i saw this on discovery chanel last year in the 'my shocking story' and its real and only 2 humans in the world have this problem IIRC from what i saw.

i think is in Romania but his "problem" it wasn't at that stage it was less and they heal him.
