Actually I think that this flashlight from Polarion Polarion X1 40-watt HID Searchlight / Spotlight / Flashlight is the strongest flashlight. Instead for a mini rewiev of the WL torch see here

Yeah, CPF would be the place for that question, all though there are some members from CPF here that might be able to help.

The torch is indeed a bad flashlight, poor battery life, most of the lumens is infrared, the bulb is not made with a certain resistant material and the list goes on.
I am pretty sure there is diy flashlight that emit more than 10 thousands lumens.
