If there only was a decent alternative to PP for people not in the US. Sure, moneybookers and those kinda companies are an option, but they're even more likely to take your money than PP.

I know there's PP Mycash which is basically a pre-paid card you can use to charge money on your PP account. But again, that's also for US only.

Well the first thing that jumps out at me is that they're asking for proof of delivery. Did you not upload the tracking info into PayPal? You should always do so with both eBay and PayPal. It doesn't completely protect you, but not doing so is just asking for a claim like this. I would also wait and try to get this sorted out before trying to "sneak it out" if you want to keep either account. They might freeze both if they recognize that you are the owner of both. It's not about the cops, I just not want PayPal/eBay to find out my identity as on a last item I sold the buyer said he never recieved it but I got proof of delivery. eBay decided to side with the buyer and ask me for refund..
