Well, that's the big question no one seems to be able to get a clear answer to.
For some reason a great deal of the bullets ostensibly for training, happen to be hollow points.
The fringe theory is, buying up the ammo is a way of forcing through gun control by taking away the availability of bullets. The wait time from many manufacturers is now 6 months, a year, or longer.
