My guess is some kind of cable tester. It looks like either an RJ-11 or RJ-45 connector down at the bottom left.

It has lanyard attachment point, must be for portable.
display is a lit LED segments, so not the most expensive version of a time stamper, but not cheapo either.
My guess is that it is for use at a store like grocery store or something, for putting those orange stickers on meats and stuff that say when it is good by.
