Well, if this device is related to the rain, is a some kind of filter and used abroad, then, the only thing that comes to mind is a "kind of filter"
to prevent the leaves and other debris accumulated in the gutter enter the downspout and block it, or something similar.

Thats it :)

You put it in your gutter drain pipe entrance (the picture is upside down to throw you) :)


Stops all the leaves clogging up your pipes.
