I think in regards to law it must be a little like China in that most people do whatever they want locally, because it's just to big to realistically police or regulate. I think that applies to the disregard for laws as well, not that we don't have stupid Americans too, just more policing. Of course if you are caught in China, or Russia I would assume, penalties are severe and you have no say, period.

About the law, there are far far fewer cops than there are in the US. I think this actually leads to people being nicer/friendlier for the most part. The laws that are disregarded 99.9% of the time are those that you would probably enjoy not caring about here either, like say going 5mph over the limit. Procedural laws that do nothing for the betterment of society but rather simply act as another form of taxes.

The penalties are as varied as they are anywhere... for example a drunk might get his ass kicked, and tossed in a cell, but once sober will be allowed to go home, with maybe just a small fine. Conversely if you or your family are rich, and you get caught doing something stupid, you'll be asked to pay up.
