Desktop Internet Window?

Does anyone know how I can add a link to a web page to the desktop but set it so that the window doesn't show any address bar, tabs etc.

I have a vague idea but the only way I see it working is somewhat complicated with 4 different scripts to open a window, redirect to the popup style window, auto close the other page...

have you looked at windows active desktop?

go to the display properties control panel, click customize desktop, and there's a "web" tab in there where you can set HTML files or websites as your wallpaper.
