Well the goal of my project is to make an LED strobe light with IR LEDs. (Its for an effect in an independent film) but I also want to be able to use the same strobe as a IR flood light for the same film. I want to run 40 LEDs in the array with 1 indicator LED. Looking for the strobe to be adjustable with 10-15 hertz as a goal. My thoughts were to run it off of a 9 volt battery... I plan on using these LEDs http://www.dealextreme.com/details.dx/sku.2399 but they don't have specs listed. So i guessed at 1.5v sucking 20ma. I attached my thoughts for the circuit, do you see any problems with it?

When you switch to CW, The current will be higher because you won't have the Vdrop of the Darlington driver.

C2 ought to be a much larger value (~100uF) C2 is a filter cap, and in my experience, the 555 makes a LOT of noise on the supply without a decent sized capacitor; enough to actually cause it to reset itself.

You might also want an on/off switch, but otherwise I see no glaring problems.

Thanks for the input! Yeah i was already planning on an on/off switch but i forgot to write it in and didn't wanna redo it... now if someone wanted to print up a PCB, that would be great ;) joking ::) thanks again.
