Welding goggles heavily attenuate the entire visible spectrum with particular emphasis on UV.
Laser goggles typically attenuate one or several wavelengths of specific lasers such as 532nm DPSS for example.
Polarized sunglasses do not have to block anything by standard although due to glass or polycarbonate lenses they can block UV. Polarized lenses only pass light meeting a specific polarization.

Are you wondering if welding googles will work as laser goggles? Let me inform you on what I know from the past 5 years of welding proffessionally. My envee 100mW's dot is incredibly bright----much to be compared to an arc from a TIG welder, just without the insane amounts of UV. My welding helmet on shade 10 makes the dot dim, but after a few minutes my eyes still felt pretty uncomfortable. Unfortunately I have not been able to try it with my Miller auto-darkening helmet, which goes up to 13. The reason being is the green light will not activate the sensors because they activate from the UV. The reason why with even a shade 10 my eyes didn't feel good is because the dot is THAT bright. I would compare the dot of a 100mW greenie to an arc of about 200-250 amps! At that current I have to use a shade 11 or higher, otherwise it just isn't enough to protect your eyes adequately.
I forgot to mention that I did shine the laser through the goggles(shade 10) and a dim dot went through. Im sure that it was less then a mW of output. But for some reason the intensity still made my eyes uncomfortable.(I did not shine the laser into my eyes through the goggles, Im talking about the reflection from the object I was burning) OVerall, just invest in laser goggles, it will protect your eyes and you can see when you're not lasing!

There's no replacement for laser goggles. It is EXTREMELY RECOMMENDED to buy laser goggles specific for the wavelength of laser you buy for any laser above 20mW.
