He was referring to 5mW lasers, and for something of that low of power, he's correct.

how do you know that? there are many pen lasers over 5mw!

He's referring to the common 1-5mW red laser pointers that's been around for many years.  Yes, those lasers you can stare at for hours and wouldn't do a thing to your eye.  Those are also the lasers that are most commonly used in general, especially for teachers.  5mW green, I wouldn't do it.  And there's no speak of higher powered lasers, and it's dated November 1997, so then there really wasn't green pens and higher powered lasers 11 years ago.

haha, i bet lasers 11 years ago were advertised as "almost visible beam at night with fog!"

I wouldn't stare into a 5mW red laser "for hours".. maybe those Class II lasers would be okay.
