So as far as most people understand, the sales of lasers is illegal to some extend depending on its power and location.

What about the sales of laser diodes and other components such as drivers...etc?

Well, brass/aluminum isn't specific to lasers, so no. Same with lenses, drivers and batteries. Hosts can be for LED flashlights so no there too. Maybe the YAG crystals, but I can't see that being the case.

The only thing might be diodes, except that diodes themselves are used in an array of things besides laser pointers (DVD burners/blu ray drives, projectors, larger pump lasers, etc) so I'm gunn a have to potentially say no there too.

I think a basic analogy could be made for explosive devices - shouldn't be able to buy a bomb of any kind but you can buy the parts to make one. The intention is what I think matters. Someone who knows enough to build a laser properly, investing the time, effort and funds... Is probably not going to try and shoot down planes with them.

Only complete lasers that are over 5mw's of that are not FDA complient are illegal to import into the US. Components such as drivers, diodes, modules, hosts or what ever else is needed are legal to import, buy or sell.

So if build a couple lasers with Key lock ignition system will it be legal to sale? How do i get FDA approval? Does WickedLasers have FDA approval?

Here's a site dealing with certification. A keylock is not enough; the laser must have the 5-point safety requirements (keylock, operational indicator light, 3-second emission delay, aperture shutter, remote power control). You must also have proper labeling and classification.

If WL had FDA approval and a proper accession number for importation, customs would not be confiscating them at the borders.

Depends if you are going to sell them publicly or privately. If you are going to build a couple and sell them to your friends I wouldn't worry about the FDA rules.
Wicked lasers are not approved as BB is right, if they were approved they wouldn't be getting confiscated by Customs and the FDA.

What about a EMO laser module? such as the 200mW green laser module found on eBay. While it is still buil to be used as an component of the final product, all you really need to power it is 2x AA batteries. Hold the batteries in one hand and the laser in the other, and you have a laser pointer.

Does anyone have a link to this actual law in its entirety?
(I know this topic has been debated endlessly but I've yet to be able to read the actual law for myself)

Is transferring ownership illegal if it was built locally?

Just don't do it, if you don't feel safe.
in some countries, I believe that someone can sue you, if the person didn't signed a contract claiming that the laser "had transferred ownership" or something.
if you don't feel safe, that means the person isn't reliable to own a high powered laser
c'mon people, don't give your friends even 30mW of pure green, neither 1W of blue light: sell 'em 5mW greenies ;)

You are definitely right that just because we may consider someone a friend, doesn't guarantee them having enough sense to always operate a laser safely.
There's no shortage of boobs running around out there and I've gotta admit, I'm friends with at least a few of 'em. :tinfoil:

(for the record, I have not armed any of them with lasers though)
