A friend and I want to measure the curvature of the Earth using a laser and a lake.

The laws in Denver I'm sure are the same as any other local or state laws. Don't harass anyone and you'll be fine. Find away to terminate the beam at the other end.

Would Standley Lake be an option? Looks to me the surrounding area has little population
