Isn't that a reference to that episode of CSI where that twisted doctor was performing nazi-esque experiments on people?

No that a reference to an even that happened one time. Those CSI shows have so many scenarios, they are bound to make one that could actually happen.

The impression I get from biology textbooks is that in order to cause complete blindness- ironically you would have to hit the blind spot of your eye: where all the nerves attach. other places will likely cause retinal burns

I have also heared horror stories of laser eye surgery going wrong but im not sure how true they are

I think your talking about a concentrated beam. Remember the light can fully fill the eye (there by burning all the retina, and/or all the retina use for seeing). Like when you look at something too bright you cant see anything else.
