I have some goggles that block 405nm, but they dont block florescent light, how can i fix this? im starting a phr-803t build and i want to try to avoid being blinded.

You should be okay with googles rated for 405nm. In the realm of things a phr (about 100mw) isn't THAT powerful when compared to some of these 10x and 12x's (500+mw)
You can try broadband goggles or goggles for green lasers. They do a decent job of reducing the glare from a fluorescent object under 405nm laser light.
You don't really need to worry about it though. While it is bright, it is incoherent and diffused.
If you look at it through a diffraction grating, you'll see the "rainbow" that the fluorescence produces.
The best you can do is find a pair of goggles that will block the more intense bands of wavelengths.
