Reset batteries?

I've got these Ultrafire CR123A batteries that will only put out 1.25V and not be able to be charged any more.  I think it's the protection circuit in them and that 1.25V drop is from a diode or something in there.  Do you know how to reset that circuit?  Putting it into the charger or connecting a battery in parallel with it doesn't seem to work.

Charge them for a minute with a power supply.  That will bring up the surface charge so the charger circuit will activate.
You discharged below the "safe" level.  Watch them while charging.  Don't let them get hot.

With one of the batteries I got really pissed and cut it apart and tested the voltage. It was at 4V or so, meaning it was probably fully charged. With the other batteries that have this problem, when they're put in the charger (the cheap $6 charger from DX), the light blinks rapidly from red to green (but more red than green compared to when the charge circuit is open), and it doesn't seem to reset the battery.

Would I need to get one of those better Ultrafire chargers or something to facilitate the reset?
