We need more info about the laser. Color, power, driver etc.

Blinking laser can mean overheating driver.

I'm using 445nm m140 diode blue laser with 1.5A microboost drive.

Hmm...i'm only open my laser within 10second, is it overheating that fast?

Did you build the laser yourself ? The driver should be heatsinked.

Could you maybe post some pictures of your assembly? What type is the other laser you are using your batteries with? It could be that your batteries are underspec or something like that compared to the reqs of the driver. Did you try with new fully charged batteries? And which batteries do you use (type, make, model)?
