ok im sitting here with a 445nm 1 watt diode with a rckstr driver im trying to power it with 4 AA and i use a multi meter to test the voltage and its 5+ volts out of the driver i was wondering is that to much

Are you using a test load or just measuring the driver directly?

Yep you will want to test the drivers current using a test load.;)

ok thanks so i make a test load with 6 .7 volt drop diodes and a resistor and then measure the current what if the voltage is still too high how would i know?

You will want to simulate about 4.5V-5V. You will just need to worry about reading the current with the test load dropping the right voltage.
